Why have you specified the system must be open source and therefore reduced the quality of the submissions by not considering mature and industry standard commercial offerings, which in many cases are more scalable and secure. Will commercial software not be considered?

Open source requirement is in line with the EC Open source software strategy (see https://ec.europa.eu/info/departments/informatics/open-source-software-strategy_en). The proposal must be based on open source.
