Selection criteria
In the selection criteria it is mentioned that: The tenderer must have the following minimum professional capacity to perform the contract and should have extensive and demonstrable experience in: a. the developing data collections (outbreaks and/or surveillance results) on avian influenza, African swine fever and/or lumpy skin disease involving more than one country, and b. the implementation and maintenance of a database (outbreaks and/or surveillance results) on avian influenza, African swine fever and/or lumpy skin disease involving more than one country, and c. the development and maintenance of IT tools to analyse and report (outbreaks and/or surveillance results) on avian influenza, African swine fever and/or lumpy skin disease involving more than one country, and d. the development of web-based processes for data exchange (outbreaks and/or surveillance results) on avian influenza, African swine fever and/or lumpy skin disease and If the tenderer has developed and implemented various databases but not specifically on these diseases, is he automatically excluded from the competition?

The expertise requirements are those set out in section 2.4B of the tender specifications and we confirm that the experience required will be evaluated on the basis of the diseases stated in that section. It should be noted that EFSA is unable to make any assessment, prior to the submission of offers as to whether a particular economic operator meets the selection criteria or not. Please also note that tenderers may rely on the capacities of partners through submission of a joint offer or through the use of subcontractors in order to meet the expertise requirements of the call.
