Does BEREC require the ability to deploy dedicated hardware for the purpose of the measurement tests, or is it acceptable for BEREC to rely on an existing open infrastructure for measurement tests? ( In the case of the existing infrastructure, BEREC would be provided all details on the design and operation of the system)

The hardware, internet uplink and the colocation facility has to be provided by the contractor during the contractual period. In order to minimize measurement errors, the Reference System should be located the closest possible to the Internet eXchange (IX) point. Therefore, a colocation facility with high, guaranteed bandwidth Internet access is highly recommended. BEREC believes that the use of a public cloud based hosting service based on shared hardware (E.g AWS, Google etc) is unlikely to deliver the desired performance.
