Is there a proposal template for presenting information relating to the award criteria (section 2.4), i.e how we should structure/present pertaining to: 1) Relevance and breadth of the geographical and market coverage. 2) Methodology. 3) Organisation of the work. 4) Quality control measures.

There is no template to present this information. The award criteria should be taken into account throughout the complete technical proposal.
