Inner and outer envelopes clarification
Can you please clarify how many envelopes do we have to prepare in total?

As stated in the invitation to tender (section 3): "The tender must be placed inside two closed envelopes, both of which should be sealed. If self-adhesive envelopes are used, they should be further sealed with adhesive tape, upon which depositor's signature must appear".
