Must the proposal be sent by the Lead Tenderer (joint bids)? Is it possible for another member of the consortium to send the final proposal? Should in that case the envelopes indicate the name of the Lead Tenderer nonetheless? (From:(Company name)..........)

Economic operators on the market are free to organize themselves as they so wish. Thus, another member of the consortium can send the final proposal. The envelopes should anyway indicate the name of the lead tenderer.
