Question
Given the European nature of EASME and the global scope of the study, would the EASME have a preference on focusing on common pool resources; i.e. those resources from which potential users are difficult to exclude and the use by one influences the availability to others (e.g. fisheries)?

As stated in section 1.5.2, the scope of the study is global. In terms of activities and sectors, the tender specifications make clear for Lot 1 that the research must cover all of the examples provided in point 1.3 and others, as relevant (See Task 2, section 1.5.1). For the selection of case studies (Task 3, section 1.5.1) the contractor will select the most significant cases of unsustainable finance in the blue economy, taking into account their level of incidence, the extent of their impact and their economic importance. The contractor will have to justify their selection.
