It is stated that the contractor will provide assistance to public authorities, amongst other things, for pilot tests. Does this mean the contractor can carry out a pilot test himself or can only provide assistance to the public authority that will carry the test?

The tenderer can offer to assist public authorities with pilot tests, but can only perform services and not works.
