On page 11 of Annex 1 Part 2 ToR 1.3.3. Q1 it states "What are the main drivers of the EU sugar sector’s competitiveness?" Is meant here the elements that make the EU sugar market more or less competitive, or should the answer to this question focus on trends, including a time element; what drivers will and have been influencing the EU sugar market competitivess?
