Could you please clarify whether the project manager has to sign the Statement of Exclusivity, Availability and Conflict of Interest?

In section 1.8 of the Tender Specifications is clearly referring for which profiles Statement of Exclusivity is required. Project Manager is not required to sign this Statement.
