Provision of Data Sources and Subcontracting
Do you consider the acquisition of data sources from third party suppliers (open source or commercial) as being subcontracting? If so and given the length of applicability of the list of pre-selected candidates, new data sources may become available for which a sub-contracting agreement does not currently exist - will pre-selected candidates be allowed to enter into subcontracting agreements at the time of request for provision of service

Europol does not consider acquisition of data sources from third party suppliers as subcontracting. If you as a tenderer choose to subcontract please note that subcontractors may be replaced or added during the implementation of the contract. If so this needs to be notified and approved by Europol as per section 5.2.
