Evidence for technical and professional capacity
The evidence for the criterion in the title states: “If available, the most important services shall be accompanied by certificates of satisfactory execution, specifying that they have been carried out in a professional manner and have been fully completed.” Our understanding is that contracts and assignments that are not fully completed (i.e. they remain under implementation the day of submission of the tender) are admissible as evidence, as no such restriction is mentioned in the definition of the criterion. Please confirm our understanding or clarify.
