Does a ballistic certificate serve as a "supporting document" for authorization to deliver the supplies being subject to this contract? Does it have to be a letter of authorization from the Government Office?

Point 5.3.1 a. tender specifications. The supporting document should be issued by the relevant authorities in the country of establishment of the economic operator. Examples of supporting documents could be: a letter of authorization from the relevant authorities, an extract from a trade register indicating the delivery of the supplies subject to this procedure, a valid ballistic certificate etc.
