Criteria relating to tenderers
Section 2.3.2 a) mentions the following criterion in relation to tenderers: The tenderer must prove to be highly familiar with EU nature legislation (EU Birds and Habitats Directive) and to also have demonstrable experience and expertise in EU biodiversity legislation and policy, including legal, technical, economic and social aspects, and integration with other relevant policy sectors, with a demonstrated ability to provide independent evaluation expertise, with at least 2 projects delivered in this field in the last five years with a minimum value for each project of €500,000. Our question is: Do we have to give examples of projects where we meet all the mentioned requirements (1. familiarity with nature legislation, 2. experience with biodiversity legislation and 3. policy and ability to provide independent evaluation expertise) in one and the same project or is it sufficient to give examples of projects where these requirements are met individually? If individual examples are sufficient, is the EUR 500,000 minimum value applicable to all three requirements or only to the requirement regarding independent evaluation expertise?

Applicants will be required to demonstrate familiarity with EU nature legislation (Birds and Habitats Directives), experience with biodiversity legislation and policy and ability to provide independent evaluation expertise. They will need to demonstrate this by giving examples of projects where these requirements are met. Individual examples will suffice for this purpose. In relation to the need to demonstrate two projects with a minimum value of EUR 500,000 for each project this relates to the overall requirement regarding independent evaluation expertise and the capacity to demonstrate experience in managing projects of this scale. In the case of joint tenders (either a consortium or a lead tenderer with subcontracting), it is the experience and expertise of the companies as a whole that is taken into consideration for the evaluation of the selection criteria.
