In the case of a consortium submitting a tender, the Tender Specifications do not mention the requirement of enclosing a consortium form (or power of attorney) signed by all its members. Can you please confirm if such a document has to be included with the tender?

Please note that at the time of the submission of the offer, a consortium does not need to adopt a particular legal form; it suffice that the members of the consortium designate one of them as coordinator which should be clearly stated in annex 1 to the tender specifications, Tender submission form. If awarded the contract, the consortium may be required to adopt a particular legal form. Hence, no power of attorney is needed at the time of submission of the offer.
