Access to datasets during tender preparation

Would it be possible for ERCEA to share portions of the two datasets mentioned in sections 2.4.1 and 2.4.2 of the tender specifications for the tender preparation (de-identified if anonymity is an issue)?

As indicated in section 2.4 of the tender specifications, this data will be made available by the Contracting Authority only after signature of the contract. It will be provided to the Contractor within 10 days after the start of the performance of the contract, in Excel format. It is not be possible to provide tenderers with any access to this data during tender preparation.
