Can Eurostat clarify the following on page 10 of the Tender Specifications: "The instructions for the pilot studies (the version available) will be annexed to the call for proposals addressed to Member States, Iceland, Norway and Switzerland that Eurostat is expected to be launch in M+7" Does this imply that the Final instructions for the Pilot Studies (D2) will be produced and delivered outside of the scope of this tender?

The final instructions for the Pilot Studies (D2) will be produced and delivered inside the scope of this tender. The sentence mentioned in the inquiry means that if the final version is not ready yet in M+7, then the draft version will be used as an Annex in Eurostat's call for proposal addressed to Member States, Iceland, Norway and Switzerland.
