we would like confirmation on our assumption on joint tenders: we have NOT seen any threshold limit for the % of work being subcontracted by the leader of the tender. We assume that there is no limitation on workloaded being subcontracted.

That is correct.Subcontracting is permitted but the contractor will retain full liability towards the Contracting Authority for performance of the contract as a whole. You must give an indication of the proportion of the contract that you intend to subcontract. See Annex 2, questionnaire for joint bids and subcontracting.
