Predmet	Number of envelopes for the proposal
Pitanje	The Tender Specifications mention three documents: 1) Administrative proposal 2) Technical proposal 3) Financial offer. However, in the Invitation to Tender only the Technical Proposal and the Financial offer are mentioned. Can you confirm that the Technical proposal and the Administrative proposal can be combined in a single envelope, with the other envelope containing only the Financial Offer?
