Yes, two or more bidders can include a letter of undertaking from the same big data source owner, stating that it will make its data available to them. Yes, the owner of the source can be partner in one of the bidding consortia while providing this letter to other consortia. As a general rules, an economic operator is free to participate as it wish as a single entity or decide to collaborate with other service providers to present an offer: either by submitting a joint tender (via a group of economic operators) or through subcontracting. These two approaches may be combined. And a same economic operator can participate in different tenders with different role.
