What if the bidder is not able to provide minimum annual turnover data for the last three financial years (due to it was founded in 2015)? May this bidder successfully rely on the necessary economic and financial capacities of another economic operator that operates in the ICT field? If yes, is the right way a "contractor and sub-contractor" format or may economic operators form a "joint tender"?

In order to demonstrate sufficient financial and economic capacity for the successful implementation of the contract, a tenderer may rely on the necessary economic and financial capacities of another economic operator through sub-contracting or joint tendering or a combination of both approaches.
