Draft "Handbook for the Operators"
We have found in a document published in the USA a statement to the effect that either the Commission or a body associated with the Commission has published a "draft handbook for the operators", related to Conflict Minerals due diligence. If such a document is available, could potential responders to the Call for Tenders obtain access to the document

The reference meant is most likely the handbook to assist operators carrying out supply chain due diligence with the identification of conflict-affected and high-risk areas. This handbook is currently only available in draft version to the EU Member States. Once the EU Conflict Minerals Regulation will be adopted, the Commission will make a final version available.
