Senior consultant FTE requirement during the whole lifetime of the Framework contract

In the "Selection Criteria" for LOTs 1, 2 and 3 (pages 25,27 and 28) it is stated in "Resources" that: "Resources: Tenders must demonstrate sufficient ability and means available to carry out their tasks. Therefore in case the tenderer is participating in any other lot under this call for tender (single offer/joint offer/subcontractor) the persons nominated under senior consultant can’t participate in any other lot and should be allocated to one specific lot as a Full time Equivalent during the whole lifetime of the Framework contract." On the above requirement, could you kindly indicate how the European Commission plans to cover a Full Time Equivalent commitment of the Senior Consultant profiles from the different consortia in LOTs 1 and 2, considering that these FWC Lots are with the reopening of competition?

The goal of this selection criteria is that a company who wants to participate in different lots can only allocate one specific senior consultant to one lot in order to demonstrate sufficient ability and means available to carry out their tasks. So if senior consultant X is proposed in Lot 1 and the tenderer is participating in other Lots, the same consultant can't be proposed.
