Criteria relating to the team delivering the service
Can the same person covers the position of B1. Project Manager and the position of the expert B3.b as well? In addition can the same person covers both the positions of B3.a and B4?

The minimum number of persons to fulfil the criteria B1 and B3 is one. There is no specific restriction for the same person to cover the aforementioned criteria. Criterion B4 refers to the team of data collection and it clearly imposes a minimum number of three (3) persons composing the team which should collectively fulfil the requirement. Therefore, the same person fulfilling criteria B3a and B4 would not be in line with the technical specifications requirements.
