Who may participate in this invitation to tender
I would like to know if a department of a public university is elegible to subit an offer for this tender.

As a general rule the call for tenders is open to natural and legal persons (depending of the registered office) , therefore a university can submit an offer (on behalf of faculty or department as well, example- Faculty of Social Science, University of ...). If the department of the University is willing to participate as an independent body then the university need to attest that this department has the legal authority to submit an offer and sign a contract.
