Declaration of Honour
It seems that a declaration on honour is requested for subcontractors as a mandatory field. However, in ToRs, declarations on honour for exclusion and selection criteria should only be signed by the contractor or by members of a group of economic operator (consortium) but not by subcontractors. Can you please advise on how to fill the platform? Can we upload a document stating that such document is not required? Would it be enough?

EFSA confirms that declarations on honour for exclusion and selection criteria should only be signed by the contractor or by the leading member of a group of economic operator (consortium) but not by subcontractors. Therefore, if e-submission forces you to include a declaration on honour from subcontractors, it is acceptable for EFSA procurement that you upload a document stating that such document is not required”
