To our understanding, the expected outputs shall be rasters for all tasks. How are these outputs expected to be linked with Land Cover?

It is correct that all outputs are raster files. The type of information provided within HR VPP will be usable/contribute to determine LC/LC information as part of the production of LCLU products such as CLC+, but that is not part of the work foreseen in this open call for tenders.
