Does the lack of "Habilitation CDSF” level of clearance is considered an exclusion criteria?

According to the technical and professional capacity selection criterion 2.7 (cf. section 3.5.3 on p.38 of the Tender Specifications), the tenderer shall demonstrate that one of his proposed experts has a current valid “Habilitation CDSF” level of clearance which is needed to access the data/infrastructure for the “CONFIDENTIAL” workstrand. Inability of the tenderer to demonstrate compliance with this selection criterion would mean that the tender is unsuitable and must be rejected.
