Can you please explain how you evaluate and award each criteria in both points and percentages?

Please refer to the answer to Question31 and to point 2.9.1 of the Invitation to Tender. Under point 2.9.1 of the Invitation to Tender, the "minimum passing points" indicated in the table correspond to the minimum quality thresholds expressed in percentages (i.e. 50% of the points awarded for a single quality criterion and 60% of the overall Total Quality Score). Tenders not reaching the afore mentioned minimum quality thresholds/minimum passing points will be excluded from the rest of the evaluation procedure.
