Criterion 4.1
Does the scope of the refactoring of the system considered for question 4.1 includes the refactoring of the Public Website or should we only focus on the refactoring of the Sponsor and Authority workspaces?

Criterion 4.1 Describe the approach for the refactoring of the system considering, but not limited to, the EMA strategic technologies, including putting in place DevOps practices, with the view to reduce the operating effort and the effort of introducing new functionality, (e.g. increasing velocity, adaptability and access to technology innovation). In relation to Criterion 4.1 refactoring of the system is not limited to a specific part of the architecture. In their response tenderer should describe their approach for the refactoring.
