Minimum methodological requirements for lot 1 and 2. One of the requirements is that a national dietary survey has not been carriet out within the country in the last 5 years for the planned target group.
Is that from the contract date or from the date that the dietary assessment is carried out? The dietary data collection problably will not be carried out the 2 first years of the contract duration, but problably in 2017/18. So is the 5 years counted from October 2015 or 2017/18.

The aim of the procurement procedure OC/EFSA/DATA/2015/03 is to award direct service contracts to organizations from EU Member States, which have a governmental mandate to carry out a dietary survey at national level in the period from 2015 to 2020 and a national dietary survey has not been carried out within the country in the last five years for the planned target group. The five years period is counted from the first day of the data collection period of the previous dietary survey until the first day of the data collection period of the new dietary survey. For example, if the first day of the data collection phase of the last dietary survey carried out within the country was the 15th of July 2012, EFSA will consider supporting a new dietary survey only if the new data collection phase will start after the 15th of July 2017. The period between the beginning of the project and the first day of the data collection phase of the new survey could be used for other preparatory activities that should be presented in the technical offer, such as the preparation of protocols, preparation and validation of picture book, pilot study etc.
