1. Criterion A1 concerning technical and professional capacity mandates that the tenderer must prove experience either in the field of education and/or vocational training and/or skills development (related to the steel sector or other similar sectors…). As evidence, the tenderer must provide references for at least 2 training or educational/vocational projects delivered in these fields in the last 5 years. The following information must be provided in relation to each: title of the project, name of the organisation funding it, budget, site of the activity, agenda of the event and list of participants. The last item (in bold) closely resembles a request under Criterion A3: perhaps it can be considered as a typing error in the context of Criterion A1 and thus be overlooked, or does it also apply here? 2. Can skills analysis and organisational change projects in these sectors also be considered as relevant evidence, in addition to training or educational/vocational projects? 3. Can ongoing projects also be put forth as evidence?

1. The criteria relating to tenderers as well as evidence requirements from the Tender specifications should be read and understood as indicated in the document, i.e. there is no typing error in the context of Criterion A1. 2. The tenderers must prove experience either in the field of education and/or vocational training and/or skills development related to the steel sector or other similar sectors as indicated in the Tender specifications. 3. As a general rule, the references for projects need to be for completed and delivered projects in order to serve as evidence of compliance with the technical selection criteria. A "completed project" is understood as a project where all the outputs under the contract have been approved by the contracting authority. In the case of contracts/projects divided into independent phases/parts/components where the output of each phase/part/component has been completed and formally approved by the contracting authority, such a contract phase/part/component may be accepted as a reference to a completed project, provided the completed output alone proves the technical capacity requirement for which it was submitted. Please note that the evidence for the formal approval of this output (including e.g. a certificate letter) may be requested by the contracting authority.
