Evidence of the technical and professional capacity
According to the paragraph 5.2.3. Evidence of the technical and professional capacity of the service provider(s) involved in the tender may be furnished on the basis of the following documents: a) the educational and professional qualifications of the service provider or contractor and/or those of the firm's managerial staff and, in particular, those of the person or persons responsible for providing the services or carrying out the tasks; the Europass curriculum vitae format (http://europass.cedefop.europa.eu/en/documents/curriculum-vitae) shall be filled in and signed, by each person involved in the execution of the tasks foreseen in the tender. The precise contractual link with the tenderer will also be described. b) a list of the principal services provided and supplies delivered in the past three years, with the sums, dates and recipients, public or private; c) a description of the measures employed to ensure the quality of supplies and services, and a description of the firm's study and research facilities; d) an indication of the proportion of the contract which the service provider may intend to subcontract. Could you please clarify if the point b) should be linked to the individual persons responsible for providing the services or carrying out the respective tasks as specified in paragraph 5.2.1. or the required evidence is requested for the legal entity involved in the call? What particularly is meant by “principal services”? Is there any minimum number of services that should be presented? According to the point c), could you please specify to which particular selection criteria in paragraph 5.2.1. is the point c) linked to?

Regarding point b): the required evidence is requested for the legal entity and principal services are those services in connection with the ones requested to be provided in the call for tenders. Regarding point c): it is a description of the measures that a legal entity has put in place to ensure the quality of supplies and services. It is not linked to a particular selection criterion but to the technical and professional capacity of the legal entity as such.
