Can you please confirm that we can cross-reference between questions in our reply in the technical tender so that we do not repeat the same standard information for example roles and responsibilities' definition, standards and common guidelines that apply to all questions?

There is no specific requirement regarding the format of the reply, as long as "The Technical proposal is provided in an electronic format widely used that allows copying and printing of contents". It is up to the tenderer to decide on the most appropriate format. It is therefore possible in your reply to refer to related information elsewhere in the same document.
