How many countries are necessary to include in the analysis? All EU + Macedonia, Lichenstein?

Section 1.4.1 of the tender specifications describes the geographical scope of the services to be delivered. Hence, the study should cover all the countries participating in the COSME programme, namely all the 28 EU Member States, Norway, Iceland, Liechtenstein, and the Former Yugoslav Republic of Macedonia.
