Technical and professional capacity - certificate of satisfactory execution
We have a reference from a Directorate General of the European Commission that fulfils all the requirements as specified both in the technical specifications and the previous answers of the Contracting Authority for this procurement procedure. The client accepts to provide us a certificate of satisfactory execution for this reference but their standard policy is to provide such certificates only in their standard template, which clearly and undoubtedly indicates the referenced project but does not contain the totality of the required details/wording. Given that a) the client is a Directorate General of the European Commission, b) the certificate is provided in a standard template of the European Commission that is commonly accepted in similar procurement procedures, and c) the contact details of the signatory are indicated and they can therefore be contacted by the Contracting Authority, we understand that such a certificate can be accepted by the Contracting Authority. Can you please confirm our understanding?

Your understanding is correct. Tenderer is requested to provide detailed description of the contract (19.1.2.a) project (19.1.2.b), using Annex 07 – Reference template of which does not require signature of the client. Such reference template must be accompanied with the signed client’s certificate on satisfactory execution. The certificate of satisfactory execution indeed to be provided using the client’s own template.
