Further to the answer to Question 4
Many EU organisations use commercially supported digital preservation products including the European Commission themselves. Do all code in a product have to be Open Source? Obviously there are a lot of standard Tools and Libraries within products which are Open Source especially in this domain, such as for identification, validation and migration.

The contracting authority confirmed in the answer to Q4 that, as already stated in the tender specifications, the tenderer’s proposal for the long-term digital preservation system, including its components, has to to be based on an open-source digital preservation platform.
