Annex XIII technical offer form, Section 3.5 - Structure, clarity and completeness of the proposal (5% weight for the technical evaluation). “The overall presentation will be taken into account in evaluating the response to this criterion.”
Could you specify what will be evaluated under this criterion and how tenderers can achieve full points?

Information is easy to find, well categorised, referenced well and enables information supporting tenderers answers to be easily found (opposite = the evaluation committee would need to search through documentation not referenced adequately to find supporting data easily). Significant ambiguities in any part of the offer may lead to lower scores. All parts of the proposal should be complete, and explanations and elements should be adequate for the Committee’s full comprehension.
