Technical assistance on assessing progress in implementing article 7 of the Energy Efficiency Directive (EED) and preparing the policy implementation in view of the new obligation period 2021-2030
The Term of Reference refer to three previous studies assessing the progress of implementing of Article 7 in the EU Member States. Only the two first studies are publicly available. Would it be possible to publish also the third study as it contains relevant information on the implementation of Article 7?
10/08/2018
The third follow up study on evaluating national policy measures and methodologies to implement Article 7 of the Energy Efficiency Directive (CE Delft/ Ricardo-AEA, 2017) has not been published as it served the Commission solely as technical assistance inter alia for drafting the Third Report on the State of the Energy Union, in particular the 2017 Energy Efficiency Progress Report (COM(2017) 687 final). As provided in point 2.1.11 of the technical specifications of the tender ('Availability of information´) the relevant standards will be provided by the Commission for internal use of the contractors. As provided in the technical specifications of the tender, the contractor (or in case of a joint tender the combined capacity of all members of the group and identified subcontractors) should take into account the previous studies carried out by the external contractor in the course of 2014, 2015 and 2017. Once the contract between the tenderer and the Commission is signed the above mentioned study will be provided to the contractor for this purpose for internal use.
