Would it be possible that the staff performing the tasks of the National Survey experts are self employed persons working for the contractor?

Yes, self-employed people working for the contractor can be included as National Survey experts. Self employed persons working for the contractor are considered “personnel” of the contractor as defined in the contract. Please refer to section 2.3.2 of the tender specifications for further details.
