How do you determine the number of points to be awarded per quality criterion: when is an answer relevant (relevance) and clear (clarity) enough for 10, 15 or 30 points?

Technical tenders will be evaluated against the pre-defined quality award criteria and maximum scores as indicated in point 1.5 of the Invitation to Tender & Tender Specifications. The number of points will be attributed by the evaluation committee based on the quality of the technical tenders. In particular, all the elements indicated in the Technical Tender Form (Annex B to the Invitation) for each criterion will be taken into account by the evaluation committee for the attribution of the points.
