Question on eligibility
Is a company registered in Turkey eligible for participation in the call for tender - 2nd survey of schools: ICT in education - SMART 2014/0020 ?

According to Article 119(1) FR “Participation in tendering procedures shall be open on equal terms to all natural and legal persons coming within the scope of the Treaties and to all natural and legal persons in a third country which has a special agreement with the Union in the field of public procurement under the conditions laid down in that agreement.” Turkey is not a member of the WTO Agreement on Government Procurement (GPA) and the EU-TR Customs Union Agreement does not cover public procurement. Economic operators from Turkey are therefore not eligible to participate.
