Scope of the evaluation criteria
The evaluation criteria in III.3.2 do not contain all services, contractor's tasks and minimum requirements in I.3. Will the evaluation of the quality be based solely on the criteria in III.3.2? For example, I.3.4.3 (Provision of consultancy services) and I.3.5 (Reporting) are not specifically touched upon in the evaluation criteria.

The evaluation of the quality will be based solely on the criteria listed in III.3.2: 1. Appropriateness of the proposed methodology with sub-criteria 1(a) and 1(b); 2. Organisation of the work and allocation of resources, 3. Quality control measures. In the technical bid the tender must provide a detailed proposal for each quality criterion 1(a), 1(b), 2 and 3.
