4.1 Technical proposal
Under 4.1 in the tender specification, for all lots it states that the technical proposal shall contain information regarding “the means to be used to meet the objectives of the terms of reference” Please could you clarify what is expected by the “means”? Does this mean the resources that will be used, or how the objectives will be met?
