What do you exactly mean with "...complete dataset for every 10 lots submitted in lots..."?

The technical offer must include at least one complete dataset as described in the Annex 1 – Technical requirements, section I, chapter 2.1, for every 10 lots submitted in the lots 1 to 108 and at least one complete dataset as described in the Annex 1 – Technical requirements, section II, chapter 3, for every 10 lots submitted in lots 109 to 216. The sample dataset should cover the HS codes 0406 and 8703, at 4-digit and 6-digit level. For example: if you are applying to 34 lots from 1 to 108, you should provide 4 examples of the 34 lots.
