Re Question 43
In line with previous framework contract proposals from the European Commission, would the contracting authority consider requesting the supporting documents to the CVs only to the successful tenderers (and before the signature of the framework contract)? This would heavily reduce the administrative burden on both the tenderers and the evaluation committee, while still guaranteeing that all necessary documents are provided to the contracting authority.

No, such solution is not envisaged. The supporting documents shall evidence the fulfilment of the criteria for this tender therefore these shall be subject to evaluation.
