Work packages
We are planning to add a work package (WP) for project management. Is it a usual practice in case of tenders? Or we should strictly follow the predefined WPs with no possibility to add additional WPs? If it were allowed to add a WP for project management, can we add it as WP1? (WP1 is predefined as data collection by the call.)

The call for tender specifies three working packages. Being project management a cross-cutting element, it needs to be presented in these three working packages where relevant.
