3. Is it possible to have an additional 3 weeks delay in order to allow us to review in more details the specification and make a site visit?

For the time being the only information you need to provide and documents you need to fill in are described in the document "2.1 Tender specifications Part 1 - Administrative Annes". For this purpose, you may fill in the document "2.1.1 Admin Annex Part 1 Declaration on honour" and "2.1.2 Admin Annex Part 2 Formsheet". There is no financial and technical offer to be submitted at this stage of the procedure or a on-site visit possible. Currently, the "technical specifications" and "draft contract" are published for information purposes only. Therefore, the contracting authority will not extend the deadline for submitting candidatures.
