Can a natural person be subcontractor for two bids?

It is not allowed to participate as tenderer in two bids; it is possible to be a subcontractor (independently whether natural or legal person) in two bids, however according to the article 2.7 of the invitation to tender "such a situation is not advisable for the high potential of conflicts of interest it may generate"
