General Conditions for the framework contract.
Under article II.23.2 of General Conditions for the framework contract, the contracting authority has the right to offset all amounts due by the contractor against any amounts owed to it by the Union/EAEC. Our understanding is that such offset mechanism is limited to amounts owed by the Union/EAEC under the same framework agreement. Can you please confirm our understanding?
